Stephen Billy serves as Vice President of State Affairs at Susan B. Anthony Pro-Life America. In this role, he works to advance SBA Pro-Life America’s policy priorities in the states, overseeing state operations and political engagement.
Prior to his role as Vice President, Stephen served as executive director of Charlotte Lozier Institute, the education and research arm of SBA Pro-Life America at the forefront of using science to educate and promote the value of human life.
Before coming to SBA Pro-Life America, Stephen worked in the Trump administration from 2017 to 2020, serving as senior advisor at the White House Office of Management and Budget, deputy chief of staff at the Office of Personnel Management, and deputy chief of staff at the Bureau of Industry and Security. Stephen also served as chief of staff to a North Carolina pro-life congressman.
Stephen played a key role in developing policies to enhance efficiency and effectiveness of the federal government through government-wide policy, including advancing numerous executive orders.
Stephen is a North Carolinian by way of New Jersey. He earned a Bachelor of Arts degree in political science from Rutgers University and a Juris Doctor degree from Widener University Commonwealth Law School. While in school Stephen spent two summers in rural South Africa working for an international development nonprofit.
