Experts from Charlotte Lozier Institute Will Testify

Washington, D.C. – The Texas House State Affairs Committee will hold a hearing on the Preborn NonDiscrimination Act (PreNDA), H.B. 2434 tomorrow, April 17 at 10:30 a.m. PreNDA removes the exception for fetal anomaly in Texas’ Preborn Pain Act, which limits late-term abortion after five months of pregnancy, a point when science shows unborn children can feel pain. Additionally, PreNDA prohibits discriminatory abortions due to an unborn child’s race, sex, or disability and requires the provision of information about perinatal palliative care to mothers of children with potentially life-threatening prenatal diagnoses. Its companion bill in the state Senate is S.B. 1033.

Expert witnesses from Susan B. Anthony List’s research arm Charlotte Lozier Institute (CLI) who will testify at the hearing include:

• Anna Higgins, J.D., an attorney specializing in sanctity of life policy issues, ranging from conception to end of life care. Higgins is the author of CLI’s 2016 report “Sex-Selection Abortion: The Real War on Women” and has testified before Congress on federal prenatal nondiscrimination legislation.
• Sheila Page, D.O.,a board-certified osteopathic physician specializing in neuromusculoskeletal medicine. Page is president of the Texas chapter of the Association of American Physicians and Surgeons and vice president of the Texas Osteopathic Medical Association District II Chapter.

“In 2013 Texas lawmakers took an important step to limit late-term abortion after five months, more than halfway through pregnancy, when science shows unborn babies can feel excruciating pain,” said Higgins. “Now it’s time to close the deadly loophole that leaves unborn children with disabilities unprotected. The Preborn NonDiscrimination Act puts a stop to lethal discrimination while ensuring that families facing a prenatal diagnosis receive the information they deserve about compassionate, life-affirming options.”
