Kamala Harris recently announced that if elected with a Democratic-controlled Congress, together they will get rid of the longstanding Senate filibuster to make abortion on demand, at any point in pregnancy and paid for by taxpayers, the law in every state in the country.
This is why the stakes for life could not be higher. SBA and Women Speak Out (WSO) PAC are working to defeat the most pro-abortion presidential ticket in Americaâs history. But we have also prioritized winning the Senate to preserve the filibuster and prevent the so-called Womenâs Health Protection Act (WHPA), better known as the Abortion on Demand Until Birth Act, from passing the U.S. Senate with a simple majority.

Q: Why is the Senate filibuster in danger and how would this impact life?
A: Unlike in the House where legislation passes with a simple majority, 60 votes are needed to pass nearly any legislation in the Senate due to the filibuster. You can read the history of the filibuster here.
As Kamala Harris proclaimed recently, she and her pro-abortion radical allies are determined to end the filibuster in the Senate â or provide a select âcarve outâ for abortion â so they can pass the WHPA by a majority vote, instead of the 60 votes currently needed. The WHPA would go further than Roe ever did, enshrining a ârightâ to abortion on demand in federal law through all nine months of pregnancy. This would override nearly all existing pro-life protections at the state level.
Q: But wouldnât an attempt to end the filibuster itself need 60 votes to pass?
A: No. Only a simple majority is needed to change Senate rules.
Q: Why the concern now? When the Democrats controlled all of Washington from 2020 to 2022, they didnât kill the filibuster.
A: The filibuster only survived during this period because Senators Kristen Sinema and Joe Manchin refused to end it, denying Democrats the 51 votes they needed to scrap or modify the filibuster. However, neither of these Senators are running for re-election and wonât be there to defend the filibuster.
Q: What can we do?
A: We absolutely must win a Senate majority in November. The good news is that SBA and WSO PAC are on the ground in eight key 2024 battleground states, six of which include competitive Senate races. We are especially excited and optimistic about Tim Sheehy in Montana and Bernie Moreno in Ohio, but all six races are competitive. We cannot and will not take anything for granted. We are fighting to win as many Senate seats as possible.
