Base Voters Overwhelmingly Oppose Covid-Era Mail-Order Abortion Drug Rule; Midterm Enthusiasm at Risk
Washington, D.C. – A nationwide survey conducted by Cygnal finds that Republican primary voters overwhelmingly disapprove of allowing mail-order abortion drugs and back pro-life policies like the Hyde Amendment. Under U.S. Department of Health and Human Services Secretary Robert F. Kennedy Jr., the Trump-Vance administration policy of facilitating wide access to abortion drugs at the expense of public health risks turning off a significant percentage of the GOP’s most committed base voters in the 2026 midterms.
Key findings include:
- 80%, including 84% of self-described Trump Republicans and 85% of MAHA Republicans, believe the FDA should require in-person visits for abortion drugs.
- 72% oppose the FDA’s decision to approve generic mifepristone before completing the safety review Kennedy promised.
- 86% oppose federal tax dollars being used to fund abortions.
- 79% support the Hyde Amendment.
- 75% support defunding Planned Parenthood, America’s largest abortion business.
- 32% would be less enthusiastic about voting in the November midterm election if GOP leaders abandon pro-life policies and 34% would be less willing to volunteer – numbers that rise even higher among the most engaged GOP voters.
In a memo, Cygnal Senior Partner & Pollster John Rogers writes: “This is not a marginal constituency, it is the GOP primary core.”
SBA Pro-Life America President Marjorie Dannenfelser commented:
“When Secretary Kennedy pledged to ‘Make America Healthy Again,’ most voters never imagined approving new forms of deadly drugs and letting them be sold online and mailed across state lines, without so much as an in-person doctor visit, to be part of that agenda. The GOP base is overwhelmingly pro-life and distressed to know that abortions are up, not down, since the Dobbs decision. The biggest factor making abortion America’s top cause of death is mail-order abortion drugs – a dangerous relic of the Covid and Biden era that Kennedy has allowed to continue. Not only does this make it impossible for states to protect women and children, creating a severe public health crisis, it is dramatically at odds with the expectations of the base voters who propelled Trump and Vance to victory.
“In midterm elections, history is already not on the side of the party in the White House. Even small depressions in turnout can be decisive in outcomes – but to have fully one-third of your most passionate supporters disengaged, unenthusiastic, and less likely to volunteer is catastrophic. Secretary Kennedy and the Trump-Vance administration absolutely cannot afford to kick the can down the road until after midterms. We urge them again to reinstate commonsense safeguards to stop the poisoning of babies and mothers TODAY.”
Last fall, McLaughlin & Associates also found 7 in 10 likely voters – including 57% of liberal voters – approve of requiring a doctor visit to receive a prescription for abortion drugs.
In October, 51 U.S. senators sent a letter to Secretary Kennedy and FDA Commissioner Marty Makary urging them to take swift action. Instead, the Department of Justice is asking a federal court to deny relief to states and survivors of abortion drug abuse for “a year or more” pending completion of a promised safety study of mifepristone, with a hearing to take place this coming Tuesday, February 24.
