Rep. Smith has stood up against the ever-growing pro-abortion agenda of the Biden-Harris administration and the radical bureaucrats who are actively working to expand abortion access, resources, and funding. Rep. Smith has voted consistently to defend the lives of the unborn and infants. This includes stopping hard-earned tax dollars from paying for abortion, including abortion travel expenses, whether domestically or internationally, and pushing back on the Biden-Harris administration’s extreme executive actions on abortion.
Rep. Smith has demonstrated tremendous leadership as the Chair of the House Pro-Life Caucus, fighting both behind the scenes and in the public eye to protect unborn children and women from abortion. He introduced H.R. 7, the No Taxpayer Funding For Abortion and Abortion Insurance Full Disclosure Act of 2023, which prohibits the use of federal funds for abortion or health coverage that includes abortion and prohibits the provision of abortions by a federal employee or in a federal healthcare facility. Rep. Smith introduced H.Res. 546 celebrating the historic anniversary of the June 24, 2022 decision of the Supreme Court of the United States in Dobbs v. Jackson Women's Health Organization. He introduced the China Trade Relations Act of 2023 (H.R. 638) that would make China ineligible for "normal trade relations" unless they stop performing and ordering forced abortions. Rep. Smith spoke on the House floor in favor of the resolution condemning the attacks on pro-life organizations, and of the Born-Alive Abortion Survivors Protection Act (H.R. 26), which would require health care practitioners to provide the same degree of care to a child born alive following an abortion as would be provided to any other child born at the same gestational age. He gave a speech on the House floor opposing the Department of Defense’s illegal and immoral abortion travel policy and led a letter to Defense Secretary Lloyd Austin calling out the abortion travel policy. Rep. Smith gave a speech on the House floor about H.R. 4665, the Fiscal Year 2024 Department of State, Foreign Operations, and Related Programs Appropriations Act, that included strong language to stop the Biden administration from using PEPFAR (the President's Emergency Plan for AIDS Relief) to promote abortion overseas. Rep. Smith spoke out against the forced abortions happening in North Korea. In a hearing for the Committee on Foreign Affairs, Rep. Smith spoke of the "horrific practice of forced abortion" perpetrated by China and called attention to this issue in multiple other hearings. After the Equal Employment Opportunity Commission (EEOC) abused the Pregnant Workers Fairness Act (PWFA) – a bipartisan law that provides accommodations for pregnant women in the workplace – to push abortion on employers, Rep. Smith led a formal congressional comment letter to the agency opposing their actions. Rep. Smith gave a speech at the 2023 March for Life celebrating the landmark Dobbs decision and calling for continued work to defend unborn life.
Rep. Smith introduced H.R. 7427, the Let Pregnancy Centers Serve Act, to roll back the Biden-Harris administration’s policy stripping Temporary Assistance for Needy Families (TANF) funding from pregnancy centers. He also introduced a resolution commemorating and celebrating the anniversary of the Dobbs decision. In a Committee on Foreign Affairs markup, Rep. Smith brought attention to forced abortions happening in North Korea. He has consistently advocated against U.S. foreign relief dollars being used to promote abortion overseas. Rep. Smith in numerous hearings called out the Chinese Communist Party for performing forced abortions. He gave a speech on the House floor in support of pregnancy centers and highlighted that a majority of Americans support these centers. He also led a letter to the Director of the U.S. Marshals Service and the Director of the Federal Bureau of Prisons demanding information about the medical care provided to two peaceful pro-life protesters who were targeted and imprisoned by the Biden-Harris administration’s Department of Justice.

Smith has voted consistently to defend the lives of the unborn and infants. This includes stopping hard-earned tax dollars from paying for abortion, whether domestically or internationally, and protecting health care provider rights for those who refuse to engage in brutal abortions.
Congressman Smith chairs the House Pro-Life Caucus and has introduced many pro-life bills, such as H.R. 18, the No Taxpayer Funding for Abortion and Abortion Full Disclosure Act; H.R. 1080; the Pain-Capable Unborn Child Protection Act; H.R. 648, the Informed Consent Act; and H.R. 3542, the Human-Animal Chimera Prohibition Act. He has also co-led the following pro-life congressional letters: an appropriations request letter to retain longstanding pro-life protections; two letters to the Biden-Harris administration and the Appropriations committee respectively in favor of the Protecting Life in Global Health Assistance (PLGHA) policy; a bicameral letter to NIH expressing concern with human-animal chimera research; a letter to Veterans Affairs Secretary Denis McDonough calling on him to recognize current prohibitions for abortion funding through the VA; and a letter opposing anti-life provisions in President Biden's FY2022 budget proposal. Rep. Smith offered amendments to the State and Foreign Operations funding bill to restore the Helms Amendment, which prohibits federal taxpayer funding for abortion as a method of family planning overseas, and to remove the proposed language barring future pro-life presidents from enacting the PLGHA. He offered an amendment to the consolidated spending bill that would restore his longstanding pro-life amendment that limits taxpayer funding for abortion for federal employees. Along with the Mississippi delegation, Rep. Smith co-led the pro-life congressional amicus brief for the Dobbs v. Jackson Women's Health Organization, in which the Court will assess whether pre-viability limits on abortion are constitutional. He gave speech defending life at a special-order on the day of the Dobbs Supreme Court oral argument and spoke outside the Supreme Court at the pro-life rally during the oral arguments. Additionally, Rep. Smith spoke on the House floor and at a roundtable with pro-life leaders exposing abortion funding in H.R. 5376 (BBB). He co-led three bicameral letters: to the GAO requesting updated information on federal funding of abortion providers, to Attorney General Merrick Garland demanding an investigation into whether a D.C. abortion provider committed federal crimes after the remains of five very developed babies were discovered, and a letter requesting the Inspector General of the Department of Health and Human Services to investigate whether the HHS-funded fetal tissue research at the University of Pittsburgh violated federal law. He participated in a pro-life special-order hour on the House Floor for the 49th anniversary of Roe v. Wade, and spoke during floor debate in opposition to the Women’s Health Protection Act (better described as the Abortion on Demand Until Birth Act) and the so-called Right to Contraception bill (more aptly called the Payouts for Planned Parenthood Act). He gave remarks at the House Republican press conference celebrating the Supreme Court's ruling in Dobbs which overturned Roe v. Wade. The Supreme Court's ruling in Dobbs gave the authority to enact limits on abortion to both state and federal lawmakers. Rep. Smith is among a select group of courageous Members of Congress who quickly accepted their responsibility to protect unborn children nationally; he introduced the Protecting Pain-Capable Unborn Children from Late-Term Abortions Act in the fall of 2022.

Rep. Chris Smith has defended the Trump administration’s pro-life regulatory efforts from pro-abortion attacks to prohibit their implementation.
Congressman Smith is Chair of the House Pro-Life Caucus. He led the House Congressional letter to the President requesting a veto threat for any anti-life legislation. Congressman Smith introduced H.R. 784, the Pain-Capable Unborn Child Protection Act and H.R. 20, the No Taxpayer Funding for Abortion Act. He co-led a bicameral letter to OPM Acting Director urging enforcement of the Smith Amendment. Congressman Smith co-led the minority hearing on the Born-Alive Abortion bill with Whip Steve Scalise and Congresswoman Ann Wagner, as well as participating in a press conference calling for a vote on the Born-Alive bill, and offering a unanimous consent request for consideration of the Born-Alive bill.
