Summary

118th Congress Sen. Rubio has stood up against the extremist nominees of the pro-abortion Biden-Harris administration, and against pro-abortion action both in the administration and through legislation advanced by Majority Leader Chuck Schumer. Sen. Rubio has voted consistently to defend the lives of the unborn and infants. This includes stopping hard-earned tax dollars from paying for abortion, including abortion travel expenses, whether domestically or internationally, and pushing back on the administration’s extreme abortion executive actions.

Sen. Rubio introduced S. 78, the Child Interstate Abortion Notification Act, which prohibits transporting a minor across state lines for an abortion without parental involvement and prohibits abortion providers from performing abortions without notifying an out-of-state minor's parent. He introduced the Prohibiting Federal Emergencies for Abortion Act (S. 196) that prohibits the Department of Health and Human Services and the President of the United States from declaring a national emergency related to abortion. He introduced the Providing for Life Act (S. 74), which would revise programs to provide support to families related to tax, healthcare, and other benefits. He introduced the Pregnant Students’ Rights Act (S. 2974), which would require higher education institutions to provide information about the rights and resources available to student-mothers. Sen. Rubio led a letter to Secretary of State Antony Blinken that condemned the forced abortions committed in China by the Chinese Communist Party. He also led multiple letters to Comptroller General Gene Dodaro demanding the Government Accountability Office evaluate the Food and Drug Administration's (FDA) changes to the dispensing requirements for dangerous abortion drugs. He led a letter to Senior Attorney Andrew Howard of the Government Accountability Office, arguing that the FDA’s change to the dispensing requirements of abortion drugs does qualify as a major rule and thus should be subject to the Congressional Review Act.

Sen. Rubio has voted consistently to defend the lives of the unborn and infants. This includes stopping hard-earned tax dollars from paying for abortion, whether domestically or internationally, and protecting health care provider rights for those who refuse to engage in brutal abortions.

Senator Rubio filed an amendment to H.R. 1799, the PPP Expansion Act, to prohibit Planned Parenthood from receiving forgivable loans under the Paycheck Protection Program, and introduced an amendment to S. Con. Res. 5, the Budget Resolution, that ensures that neither Planned Parenthood nor any affiliate of Planned Parenthood could be made eligible to receive such a loan. He led the fight to stop the confirmation of Wendy Sherman to be Deputy Secretary of State because of her long history of abortion extremism and highlighted the extremism of Biden nominee Atul Gawande for Assistant Administrator of USAID. Sen. Rubio sent a letter demanding that Google stop silencing pro-life views and reverse unjust censorship and sent letters to Attorney General Garland demanding investigations into targeted violence against pro-life groups and pregnancy centers. He introduced and forced a vote on a Congressional Disapproval Resolution to rescind the Biden-Harris administration's gutting of the Trump era Protect Life Rule, which he defended; he introduced S. 4541, the Standing with Moms Act. The Supreme Court's ruling in Dobbs gave the authority to enact limits on abortion to both state and federal lawmakers. Sen. Rubio is among a select group of courageous Members of Congress who quickly accepted their responsibility to protect unborn children nationally by cosponsoring the Protecting Pain-Capable Unborn Children from Late-Term Abortions Act in the fall of 2022.

Senator Rubio has voted consistently to protect the lives of unborn babies and infants as well as the consciences of taxpayers who don’t want their hard-earned tax dollars paying for abortion domestically or internationally. While the pro-abortion majority in the U.S. House of Representatives continually sends the Senate bills that roll back pro-life protections, the Senate has made it their priority to confirm judges and justices who will respect the constitution and leave legislating to the legislative branch.

Senator Rubio introduced S. 119, the Child Interstate Abortion Notification Act. During negotiations of the CARES Act, Senator Rubio led the effort to ensure that taxpayer dollars would not bail out affiliates of certain abortion providers. He co-led a bicameral letter to ensure the Small Business Administration implements the qualifications that would exclude Planned Parenthood affiliates from receiving forgivable loans through the "Paycheck Protection Program." When Planned Parenthood affiliates wrongfully applied for and received PPP loans anyway, he quickly led another letter to the Small Business Administration demanding answers and prosecution for any misconduct.
