The journey to defund Big Abortion & Planned Parenthood has been long, strategic and unrelenting—and in 2025, that vision became a reality. With the passage of H.R. 1, the One Big Beautiful Bill Act, Congress and President Trump stripped Planned Parenthood and similar abortion businesses of federal Medicaid dollars for the first time in history. This major victory marks the culmination of years of tireless work by Susan B. Anthony Pro-Life America and our allies in Washington and across the country. From grassroots mobilization and voter outreach to research, lobbying and coalition leadership, SBA has led the charge to stop forced taxpayer funding of an industry that prioritizes profit and politics over women’s health and unborn lives.

This timeline documents the key moments—spanning more than a decade—that built toward the most significant federal pro-life policy win since the Dobbs decision.

2015

Congressional Republicans put language to defund Big Abortion of Medicaid dollars in their Obamacare repeal and replace reconciliation bill. As expected, President Obama vetoes the bill. The goal of the effort is to demonstrate GOP commitment to defunding Big Abortion like Planned Parenthood, with the missing piece being a pro-life president. The action also comes in the wake of undercover videos released in 2015 alleging Planned Parenthood engagement in the harvest and sale of aborted baby body parts. It is the first time legislative efforts to defund Planned Parenthood become a real priority for the entire Congress and GOP, building on the efforts of current and former pro-life leaders in Congress, including Mike Pence, Marilyn Musgrave, Joe Pitts, Chris Smith, and more.

Congressional Republicans include defunding Big Abortion of their Medicaid funding in budget reconciliation bill that also seeks to repeal and replace Obamacare. The bill passes the House. The bill fails to pass after Sen. John McCain votes against advancing a “skinny” version of the bill that retained the defund Big Abortion provision. Trump is able to defund Planned Parenthood of Title X funding because it is discretionary in nature. Medicaid funding is mandatory, which requires congressional action.

In the months prior to the November 2024 elections, conversations begin about priorities for a reconciliation bill should Republicans take full control of Washington. SBA is the first to call for defunding Big Abortion and is unequivocal: our top and only priority is to defund Big Abortion in the reconciliation bill. SBA and its partner Women Speak Out PAC contact over 10 million voters, including visiting over 4 million voters at their doorsteps across the top 8 battleground states. After a sweeping victory in the 2024 election, conversations about defunding Big Abortion continue and intensify.

SBA’s Federal Affairs team kicks off its freshmen meeting tour, welcoming the newest class of Congress and equipping them with resources to defund Big Abortion. The team completes over 30 in-person meetings with freshmen members, senators, and staff, building lasting relationships and positioning SBA as the go-to pro-life resource on Capitol Hill.

The House Energy and Commerce Committee releases its portion of the reconciliation bill text which includes language defunding Big Abortion of its Medicaid funding over a 10-year period. The other committees of jurisdiction, House Budget and House Rules, approve the bill.
